From this clip we can tell that this program is set in a old seaside town that is quite out of touch with the modern world and is full of people that have probably lived there for generations.
From the clip I got hints that the Village is probably becoming a bit more modern by the way that they have go a new Doctor in who is clearly from the city and by the way that the son of the plumber seems to be quite interlectual compared to his father showing the improvement and modernization of the education in the village.
Nearly all of the characters apart from Doc Martin have the same accent. It is sort of a country sounding accent, the sore you would expect a farmer type person to have.
They are discussing local terms such as 'bodmin moor' which they believe is the name for someone who is a little bit mad. This maybe implies that the local people tend to be a little bit mad. As Doc Martin is questioning these terms it shows that he is not local and that the people in the village have their own vocabulary and shows how they are quite cut of.

They are not very fashionable and do not appear to really be with the times as the girl is wearing clothes that you probably wouldn't see many people wear in a town or city. Also everyone is dressed very informally with the exception of Doc Martin but from the clip we know that he is not local and is probably from a town or city. This tells us that appearence is probably not something cared about in this area.
The plumber is not doing any work and is just sitting there. This shows that he is not stressed and is laid back which is something that people say country life is like. His son does seem to know what he is talking about which is showing how as the newer generation in the village do know more interlectual things and is showing how the village is getting to be less cut off from more modernised places.
Everyone in the village seems to know each other or at least know of each other which is something that quite often happens in small villages. This is also showing how they are quite secluded and cramped as it appears everyone knows everyone else's buisness.
The clip shows the audience the very narrow old fashioned cobbled streets with seaside shops, telling the audience that this is an old village and it is by the sea. This is confirmed when you hear the seagulls and see the cliffs in the background.
